(a)  Minutes of 29 August 2024 - Minute PL29 - Application 20/00388/OUT - Field OS 4930 Normanton Lane, Bottesford

At the last meeting held on 26 September 2024, it was requested that the above Minute be amended to include a condition relating to a cycleway priority to be changed from the Devon Lane connection to Riverside Close. The Minutes were approved subject to the inclusion of the above condition. The recording has since been checked and the above condition was not included in the approved motion and therefore the Minutes were approved in error;

 

(b)  To confirm the Minutes of the meeting held on 29 August 2024;

 

(c) To confirm the Minutes of the meeting held on 26 September 2024.

Councillor Allnatt advised that he would be speaking as the Ward Councillor on this application and therefore he would leave the committee and not take part in the debate nor vote on this item.

 

Councillor Siggy Atherton declared a personal interest and advised that she would leave the committee and not take part in the debate nor vote on this application.

 

Councillors Allnatt and Siggy Atherton here left the committee and remained in the room.

Minutes:

Location : Gardens Rear of 249 to 251 Asfordby Road, Melton Mowbray

Proposal : Erection of 1no. dwelling with associated access from Chetwynd Drive

 

The Planning Officer (AS) addressed the committee and provided a summary of the application. She reported that a letter of objection had been received from one of the Ward Councillors since the agenda had been published.

 

Pursuant to Chapter 2, Part 9, Paragraphs 2.8-2.28 of the Council’s Constitution in relation to public speaking at Planning Committee, the Chair allowed the following to give a three minute presentation:

 

·         Mally Hurst, Objector

·         David Homewood, Applicant

·         Councillor Allnatt, Ward Councillor

 

There was a proposal by Councillor Gordon to refuse the application as follows:

 

In the opinion of the local planning authority the proposed development would be overbearing on the existing dwellings at 1 & 2 Riverside Close, contrary to policy D1 (c) and D1(d) of the Melton Local Plan.

 

This was seconded by Councillor Cumbers. On the motion being put to the vote, there were 2 for and 5 against, therefore the motion failed.

 

Councillor Ian Atherton proposed the recommendation in the report to also include a standard condition relating to days and times for construction works. Councillor Thwaites seconded the motion.

 

RESOLVED

 

That the application be APPROVED subject to conditions, as listed in detail at section 2 of the report, as well as an additional standard condition relating to days and times for construction works. 

 

(5 for, 2 against)

 

(Councillor Gordon requested that her vote against be recorded.)

 

REASONS

 

The reasons for approval were as outlined in the report.
