18/06/2021 - Revenue and Capital Budget Carry Forwards from 2020/21 Budgets to be Taken into 2021/22 ref: 972    Recommendations Approved

There are some budgets items from both the Revenue and Capital budgets for a number of items from the General Fund, Housing Revenue Account and Special Expenses that are being requested to be carried forward into the next financial year for specific projects and items.

This is being undertaken in accordance with section 10 of the Financial Procedure rules which specifies that Director for Corporate Services will coordinate the submission of requests for Cabinet approval.

1.    Approve the revenue carry forwards for the General Fund, Special Expenses and Housing Revenue Account as outlined in Appendix A

 

2.    Approve the capital carry forwards for the General Fund, and Housing Revenue Account as outlined in Appendix B

 

3.    Delegated authority for the Director of Corporate Services to finalise and amend the exact amounts once the final year end position is known and the actual under spend can be compared to the amount requested.

09/06/2021 - HOUSING REVENUE ACCOUNT (HRA) STOCK CONDITION SURVEY UPDATE AND PROPERTY IMPROVEMENT FRAMEWORK CONTRACT PROCUREMENT ref: 970    Recommendations Approved

Stock condition surveys shall be conducted to enable an enhanced understanding of the condition of the Council’s housing stock.  They shall provide the information to support the HRA Business Plan.  The surveys will capture important information to enable the planning of future capital investment programmes, such as kitchen and bathroom replacements.

 

The HRA Business Plan is a plan that sets a broad context for financial planning and investment decisions over a thirty year period.  The Plan must ensure that the Council’s housing stock related priorities and programmes are supported and financially viable.

 

To provide feedback from the Tenants Surveys to enable us to identify areas of strength and weakness as we endeavour to improve the service offered to our tenants.

 

To approve the framework contract to enable us to undertake the programmes of work resulting from the HRA Business Plan and Stock Condition Surveys, reducing the time taken to complete works and increasing the decency of our housing stock.

2)    APPROVED the award of contracts on a rolling basis from a Dynamic Purchasing System (DPS) via the Westworks Building Maintenance and Compliance DPS and procurement of future contracts from this DPS to support continued implementation of the Capital Programme demands of the Housing Service.

Procurement for the renewal of a suite of software maintenance.

Decision:

To call off and award a contract for the renewal of the existing suite of Idox software licences and maintenance on the basis of the rolling contract, adapted this year to include Idox DMS  from the Crown Commercial Services framework, Data & Application Solutions, reference RM3821The contract is to cover the provision of services and licences. The Council proposes to enter a contract for an initial period of 12 months, with an option to extend for four further periods of 12 months, making 60 months in total. Any proposed extension is subject to satisfactory performance by the supplier and in accordance with the Council’s business requirements.

Any proposed extension to the contract will be agreed in writing between the Council and the supplier.

 

To delegate authority to the Assistant Director for Planning and Delivery to enter into any necessary documentation to effect the award
