Decisions

To enter into a joint partnership agreement with the other members of the ‘Leicestershire Rural Housing Group’ (LRHG) to award a contract for the supply of a Rural Housing Enabling Service and enter into any necessary documentation to effect the award of the contract.

1.    To award the contract for £7,500 for initial project management and scoping of the requirements for the creation of a Strategic Outline Business Case in accordance with the Department for Transport’s Restoring Your Railways Round 2 Ideas Fund to WSP Ltd.

2.    To enter into any necessary documentation to effect the award

1)     NOTED the decisions taken to date in respect of the interim support provided to the Leisure Operator, Sports Leisure Management (SLM) during closure & remobilisation periods, and the Deed of Variation agreed for the period September 2020 to March 2021;

2)     APPROVED the extension of the contracts for Waterfield Leisure Centre (WLC) and Melton Sports Village (MSV) for a period of 2 years, on the basis of the contract terms detailed in the report and the financial information in Appendix A;

3)     DELEGATED authority to the Chief Executive, in consultation with the Leader of the Council, to finalise and enter into any contract / property documentation necessary to affect the extension within the parameters set out in this report;

4)     APPROVED further work to be undertaken on:

(a)   the options around the Council’s offer to residents in respect of leisure services from April 2024;

(b)   an options appraisal of Council-owned leisure sites in the context of the Council’s Corporate Asset Management Strategy;

(c)   the recommendations from 2.4.a and 2.4.b to be submitted for Cabinet’s consideration in February 2022.

Cabinet will review the proposed draft Developer Contributions SPD with a view to full public consultation commencing in March 2021.  The SPD will provide advice regarding the priority that the Council will give to requests for the funding of various items of infrastructure where viability is an issue when determining planning applications.

1.    To exercise the discretion afforded by s172 of the Town and Country Planning Act 1990 towards breaches of planning control in a supportive manner from 1st October 2020 to 30^th September 2021 where it relates to temporary uses of land and structures (e.g. marquees) associated with the recovery of the hospitality sector

2.    To  take enforcement action under the above legislation only where there is a serious impact upon safety, environmental or amenity interests

To increase the establishment to provide additional capacity within the Regeneration Team by 1 FTE by creating a new Senior Economic Recovery Officer on a fixed term basis for one year 

To implement amendments to the Discretionary Test & Trace Support payments scheme with immediate effect in order to increase eligibility for the scheme.
