Reason for urgency:
It was originally anticipated that the decision would not be required before December 2021.

Notice was received from Leicestershire County Council on 19 October 2021 that the
signed agreement was now required by 26 October 2021 to enable them to sign the
Grant Determination Agreement (GDA) with Homes England. Further to discussion
regarding statutory timescales it was agreed that the earliest that this decision could
take place would be the 2 November 2021. The decision cannot be deferred due to
the significant consequences resulting from the County Council not signing the GDA.
